Hi, I am working as HR manager in an SME company. I regularly meet sales general manager for his approvals. Now, GM is treating me as a sales executive. I am the HR head in the organization. Is HR manager a subordinate to Sales General manager?
Can any one tell me.

What is the size of your company?
Is there a laid down organisation chart or hierarchy?
In smaller organisations say less than 100 employees,HR heads may report to CEO directly.Also sometimes:
Direct reporting to COO, Head of Legal, or other business function - generally in small- to mid-size organizations where there is a small HR function but the top officer is someone in a business or functional control of daily operations.
It all depends on organisation structure.
Was it always happening that HR head is asked to report to GM Sales.
HR Head is not on par with GM (sales) position wise.
You will have to analyse practises,precedents in the organisation before trying to make change.Cange will have to be justified in organisational interest.By letting you report to CEO or Chairman etc,how is organisation benefitted.You will have to prove your thesis by figures and effect on ground.
So make your moves very carefully and in full knowledge of what exactly is needed to be done.

My organization consists more than 200 people. So as you said sir, a HR head is a subordinate to Sales General manager right.?

It is neither implied nor incumbent for any firm, including SMSEs ( even with 200 employees as yours) that HR Head is subordinate to the GM Sales.
However, a few quick points.
1. Organograms are structures to be displayed on the walls/ ppts. The real work gets done elsewhere, by people who may not necessarily figure in that hierarchical listing.

2. Leadership is an action of doing work . VP,AVP, GM, HEAD etc. are just positions .
3. Maybe the GM Sales needs your inputs for the performance of his team. Seize the opportunity by giving him all the support.
4.In any case , HR , by definition is Company/Firm oriented , not Department focused.
5.Ascertain the pain points of the GM and provided effective HR interventions.
6. He may want you in his team !!!!
