First of all , you need to check whether your company has a internet usage policy, if you have then you can circulate an warning letter for using job portal sites during usage. You can direct mention the policy and send out warning letter as inappropriate use of internet during working hours. If you dont have the policy, then you have to create a policy, circulate to all employee's and then if any found, you can issue a warning letter.
In my company, all social sites are blocked including FB. So better you can ask your IT person to block all irrelevant website which will help you on a larger scale.

A request to choose ur words carefully while sending out mailers. A warning letter is a pretty serious matter. What u are intending to send; I think; is a general mailer to notify employees to not use (or to reduce usage of) social / job networking sites.
In that case, get a basic email approved from your manager and send it out.

Issue a general advice mail, instead of warning letter at first instant. For any recurrence, you can consider
issuing a warning memo to the concerned employee.
Also think of considering to stop internet connectivity to employees, except to those who are
shouldering responsibilities and strategically positioned in the organizational heirarchy.
Please also formulate an internet usage policy and circulate to all with a declaration duly signed by
all employees that they will not browse FB and other socal network sites, while on duty.(during the
duty hours).

warning letter is not the exact word which you should use here. the letter which we send on this situation is Show cause letter.
here in this you can simply ask to all of them who are guilty on this issue acc. to you and mention there names in that or you can individually send them all. you can simply mention all the situation which is observed from your side and ask them to revert on same that why this happened in working hours. if they found guilty then you can sit with them one to one and make them understand about the policy of your company.
Also my advice to you please put a clause related to this in your rule book of company which you share with employees during joining time. so that next time when you get this issue then you can simply mention the clause reference and talk to them.
