Dear Charan,
Am not a commercially aware person.
Nevertheless, common knowledge will tell us that, we need to proceed with it like any other business. Follow the Labour Laws and approach Registrar of Companies for registration under the Company Act.
Incidentally, Private Security Act (Regulations) Act has been promulgated in 2005. Registration/ obtaining licence under the Act may be explored.

Pradeep

Work out the training need, if you know the trades. If not, send an IOM to the concerned depts, to intimate to you, the subjects and approx periods each shall take.
Prepare a trg schedule, based on the availability of the dates and time for training. Avaialbility of timeframe, will have to be confirmed from your superiors. More often than not production comes in the way of training.
Training programmes, should have place, date, time, and instructor.
Coord the pgme.
