Dear Sirs, Kindly clarify the following. In the grade pay system, an employee's pay scale 5000-500-20500 in the first year, the third year he will get basic 6500 in the same grade, if he promoted to the next grade he will be in the third stage of that grade or from the first of that grade?

It is difficult to tell at what stage he can be when he is promoted as the formula for fitment on promotion is part of internal policy. However the basic principle for fitment on promotion can be that the employee shall be fitted at a stage higher in the garde than what he would be in the present grade, had he not been promoted.Other views are welcome.

I Suppose; considering that he is a Jr. Mech.Engr. in the Grade of Rs. 5000-500-6000-750-9000, when he is Promoted as Asst.Mech.Engr., he can be fixed in the next higher Grade of Rs. 6000-750-9,000-1000- with any fitment in the higher grade.

The query is unintelligent, may be it is because it is purely hypothetical. Grade Pay is a novel concept introduced for the Central Government Servants on the recommendations of the Sixth Pay Commission and adopted by many State Governments. It is constant for a particular grade (for instance, it is Rs.1900/- for an LDC and Rs.2400/- for a UDC) it remains same so long as he continues in the same. On promotion the employee would be placed the grade of that post.
What is shown in the query is a scale of pay. On promotion, the employee will be placed in the scale of pay of promoted post. Fitment will be based on the pay in the lower post.

Many times it is seen that an employee is promoted but continues to do the same work as he was doing before promotion. This is not a good practice. A promotion must be accompanied with higher responsibility which naturally means higher grade and higher pay. A mere increase in the salary can be achieved by an extra increment/s also.
