Assumptions--there is nobody else in the bus other than 7 girls and the cats

1. As there are 7 girls mean 7x2 = 14 legs
2. each girl having 7 bag packs mean 7x7= 49 bag backs
3. each bag having 7 big cats mean 49x7 = 343 big cats
4. 343 cats x 4 legs mean 343x4 =1372 legs
5. For every big cat there are 7 little cat mean 343 big cats x 7 = 2401 little cat
6. 2401 little cat mean 2401x4 = 9604 legs
7. final conclusion :
14 +1372+9604 = 10990 (ans)

solution is;
No of girls = 7, hence 14 legs

each bag contains 7 large cats and 49 small cats (total of 56 cats in each bag)
total cats = 56*49 = 2744 cats
Total cat legs = 2744*4 = 10976
overall legs = 10936 plus 14 legs = 10990 legs (assuming no one else is there in the bus apart from girls with bagpacks)

Are you talking of only the legs of 7 girls, 343 big cats and 2401 small cats, what about legs of driver and other passengers (and their backpacks and their pets and their legs) on the bus???????
