In the state of Haryana, we are not required to have any registration under the Punjab Labour Welfare Fund Act, 1965 as applicable to the state of Haryana. For the deposit of Labour Welfare Fund Contribution, please have the Registration Certificate under the Applicable S&E Act or Factories Act, whichever is applicable in your case, and then utilize the email and password to open the bar where you will find the link for depositing the LWF contribution.

We are registered under the Shop and Establishment Act in Uttar Pradesh but have a contract with a hospital in Haryana. Now, as the principal employer, the hospital is asking us to deposit LWF from the beginning of the contract.

This is to clarify that you will not be in a position to deposit contributions for contract workers working in Haryana using the ID and Password of UP S&E Registration. If you do not have any Shops Act RC in Haryana, then approach the Office of the Labour Welfare Officer, Haryana Labour Welfare Board in your area to resolve the issue.

Deposit of Labour Welfare Fund Contribution for 2019
It has come to notice that a number of employers are not in a position to upload the list of employees in CSV format on the Haryana Labour Department website for the deposit of Labour Welfare Fund Contribution for the year 2019 due to heavy workload. Keeping in view this difficulty, the Haryana Labour Welfare Board, Panchkula, has decided that at present, the Board will accept the contribution amount offline through a Demand Draft made in favor of Welfare Commissioner, Haryana, payable at Panchkula. A copy of the letter issued to the field staff by the Board is attached herewith for your ready reference.
According to this letter, the Haryana Labour Welfare Board has decided that receipts of Labour Welfare Fund Contribution under Section 9A of the Punjab Labour Welfare Fund Act, 1965, will be accepted from the concerned establishment through offline mode. Therefore, you can submit the Labour Welfare contribution through drafts in favor of Welfare Commissioner, Haryana, payable at Panchkula.
Now, in our opinion, employers who could not deposit the LWFC by the online method may utilize this circular. We should prepare a Demand Draft for the amount of contribution for the period from January to March 2019 as per the previous contribution rate and a second draft of the amount of contribution for the period from 1st April 2019 to 31st December 2019 as per the latest contribution rate.
Note: Please be informed that we are required to deposit the amount of contribution for the year 2019 by 31st March 2020, with the Board; failing which, we will also be liable to pay interest as a penalty.

Haryana state LWF Contribution Liability is not reflected in the online login LWF Account of our Company. Employee records have already been updated online. We have made provisions for LWF in the books for FY 2019-20 as per the new Notification and rate i.e. Rs. 25/Rs. 50 per employee, but this has not been paid till now. Please advise us on how to pay LWFC liability for FY 2019-20 and what is the extended due date in this Covid-19 lockdown situation. Also, please advise when it will be updated in the Online record. LWF Liability for the year until 2017 is also reflecting as payable in the online LWF Account, but we have paid this liability through offline mode. For Jan-18 to Mar-19, we have made online payment of LWF.
Please advise accordingly.
