Yes. If the employee needs to provide the experience certificate to any institution that requires it as a mandatory document for the pre-admission process, it has to be provided. You can mention in the certificate that it has been issued for that particular purpose.

Such certificates are usually issued for insurance, loans, etc. (basically wherever evidence that the person/employee is working with your company is needed). As Atul Sharma mentioned, the purpose has to be clearly stated in the certificate so that it is not misused. It's also better to ask the employee to give a formal request in writing for such a document with the specific purpose stated before issuing it so that the whole loop is closed.
