Housekeeping is not an HR function.
In some companies, HR and Admin are handled by the same department, and therefore a person from the same team is assigned to look after the housekeeping function. A job in housekeeping will not help you find employment in HR in the future. However, housekeeping is becoming an important function in its own right, and you may be able to secure jobs specific to your experience in the future if you are in a place that has large factories being run efficiently.
