Dear Monica Talwar,
Construction workers employed in construction activities are not covered under ESIC circular no. P-12(11)-11/27/99 ins. IV dated 14-6-1999. However, if an administrative office employs 20 or more eligible employees, then the establishment and employees working in the administrative office will be covered.
