What is the definition of CL as per your company policy? It can be taken for personal work, social commitments, or other reasons, so it should be counted as 2 days excluding the Weekly Off.

If anyone takes CL on Saturday and Monday, then only two leaves should be counted, and Sunday will remain the week off. It should not be treated as leave. Mind it, leave is only granted against working days, not against week-offs and holidays.

Casual Leave will be based upon your policy. If your policy says intervening holidays, w. offs will be included, then it will count for 3 days. If it is excluded, it will be 2 days. Go through your leave policy. If such a clause is not there, you may insert it in line with the current practice. Please keep in mind to follow the current practice, or it may have adverse implications.
One more thing to consider is whether it is for unionized employees or non-unionized employees. If it is for unionized employees, please check for any such clause in settlements.
