I want to know if a newly joined unskilled worker in any construction industry will definitely receive minimum wages as per the government rule of that state. After working continuously for one or two years, they should have the ability to receive skilled category payment. So, why are they not getting skilled category wages after gaining some experience in the same field? This progression should also apply from skilled category to high skilled category. If a worker remains in the skilled category for many years, say for more than four or five years of continuous work in the same area, why are they not eligible for high skilled wages? Certainly, after some years, they will have the ability for high skilled work.
Please rectify this issue. If not possible, kindly suggest to the higher authorities to make some rules regarding this matter.
