Held: Levy of damages for the late deposit of provident fund contributions by an employer will amount to high-handedness and malfeasance since the employer has been persistently seeking the allotment of a code number from the Commissioner for depositing contributions. The delay has been due to the Provident Fund Authorities, so they could not levy damages for the lapses on their part.
