It really depends on the position of an HR Manager in the organization. If the HR Manager is the number one person in HR, in my opinion, the role is more on strategic actions. In this case, the HR Manager is the partner of the business in ensuring that it is capable of attracting and retaining talent, developing capability, and maximizing performance in support of business objectives. The role should also provide a contribution to the value-adding deliverables to the business in areas of human capital planning, organizational consulting and development, change management, and the achievement of the HR Plan itself.

There are 3 different roles of an HR manager: Administrative, Operational, and Strategic.
1.) Administrative--
Policy maker, administrative expert, advisor, housekeeper, counselor, welfare officer, legal consultant.
2.) Operational Roles--
Recruiter, trainer, developer, coordinator, mediator, employee champion.
3.) Strategic Roles--
Change agent, strategic partner.

Obviously, the new manager needs to be oriented and get acquainted with the organization first, to see where things are and therefore have a good perspective. Then he/she can perhaps begin to deal with issues, especially the urgent pressing ones; as you know, some organizations want him/her to solve current problems immediately! Hope this also helps.

The role of an HR Manager may even extend to that of legal and statutory compliances. However, it depends totally on the roles and responsibilities demanded by that position, which may vary from company to company.
Say in some companies there may be only one manager who has a dedicated team with him. In this case, he will play a supervisory role and will be initiating things and guiding his team for target completion, be it the case of recruitment for filling any urgent vacancy or adhering to the training calendar, etc.
Similarly, in some companies, the manager may have a boss, and his roles are defined accordingly. You may decide which case is yours.
Please understand that the role of an HR is primarily the same everywhere, i.e., Recruitment, Training & Development, Compensation, Performance Management System, Legal, etc. It is only the level at which one is working in the capacity of HR where the difference in roles and responsibilities comes.
