Anyhow, the government has created another loophole to make shopkeepers even richer by requiring them not to provide polyethylene covers for free and to set a minimum price for the covers as a way of showing concern for the environment.

Starting from August 1, 2011, the Gujarat Local Authorities have decided to implement the Plastic Waste (Management & Handling) Rules 2011. They have begun announcing that, effective from August 1, 2011, polythene covers will no longer be provided for free when purchasing provisions.
