I already found some information about Manpower Planning in general, but I need more details on how to allocate resources in the IT industry. The situation is a little different because of the project work. I would be very glad if someone working in the IT environment could share his/her experience with me.
How do you plan the manpower for different projects? Is this done by the HR department or by every Team Leader individually? How do you calculate the budget (maybe for someone who is without a project for some days)?

Project-wise, identify the resources (such as developers, senior developers, team leads, etc.) required based on the project's duration. For your convenience, keep these details in a spreadsheet and track the time each resource spends on each project (in case someone handles multiple projects). By using a spreadsheet with simple formulas, you will be able to identify bench resources as well.
