HR, after 12 years, doesn't look to me like a game with rules to enforce. I believe it is a science where every day is different. HR is not just about employees but also about the employer. It is about a healthy organization where there is a win-win situation for all.
There are no do's and don'ts. Of course, you make this up with your observance and skills. Being a liquid science, it can shape up to the container it is poured. It would mean the individual who practices HR can mold this to suit them. If he/she is rigid, then the policies would reflect the character of the individual. If they are diplomatic, so would be the system.
If this key department is in the hands of a wrong individual, chances are very high that the organization is losing confidence in its valuable workforce and lacking productivity. That would be the reason why good companies have their board of directors participate in their HR key decisions.
HR effectively makes the organization process-driven rather than people-driven. It is much easier for the organization to self-sustain in this way, as we all should know that employees do leave regardless of the organization.
