An HR Manual basically outlines all the policies and procedures in detail for senior management's reference. It includes everything from working hours, overtime, compensation structure, grading, business outline, every policy, etc.
On the other hand, an employee manual outlines policies concerned with employees. The information which should be available to an employee is detailed in the employee manual.

HR manual basically outlines all policies, procedures, and rules that are followed and practiced in the organization related to human resources. An employee handbook is a ready reckoner of all information pertaining to rules and regulations that is available for the employees. Most organizations have one of them.
