Can someone explain the following pay scale? 10000-470/6-12820-500/3-14320-560/7-18240

This is the basic pay structure generally followed in the Public Sector.

Here is what it means:

Initial basic of Rs 10,000, followed by 6 increments of Rs 470 each. Thereafter, a basic of Rs 12,820 with 3 increments of Rs 500 each, and so on. The maximum in this cadre goes up to Rs. 18,240.

Is it all one gets as their gross salary? I'm sure it's not all. I mean, it looks like the basic pay. Any idea of what other pay components and perks are there usually? Meaning, what would a total package look like - with all its components? I know it varies across different jobs, but still, a broad overview would help. Can someone explain, taking an example per their convenience.

Secondly, what happens after you've reached that last basic given there, like 18240? How often does it happen that basic pay deviates from this sequence and something else (more) is given out? Thank a lot.
