I suggest you talk about this with your department head or director. People with this mentality are not to be permitted to work in the office. Ask your team members to tell him not to use that kind of filthy language. Avoid speaking with those kinds of people; then, he will realize why people are not speaking with him.

It's very unreal to hear that an HR person is using such abusive language in the office, whereas he should be the one who needs to set a healthy working culture in and around the office. Anyways, coming to your query, here are some solutions to solve this problem.
1) Write an email requesting to introduce a policy regarding the use of abusive language/teasing and other acts that can hamper the work culture - send it to HR with a CC to a higher authority.
2) In an informal chat session, you can talk on this topic.
3) Start sending some good HR practice articles (can use citehr) to him. The idea behind this is self-realization. I'm sure even he wants to grow in his career and will realize it after going through some good HR practice articles.
Hope your problem will be solved soon. Take initiative and help yourself as well as others (including Mr. HR).

In my opinion, it is best to convey a person's message about him using abusive language, either directly or through a co-worker. People in a professional environment understand this quickly. If nothing seems to be aligned, then it can be reported to the proper channel.

The most effective way to deal with is to usually discuss it with a level of management senior to the person using abusive language and let them communicate the message. However, if the management layer above that is not responsive, or if they are also participating in similar behaviors, then it could lead to a difficult situation. Even more difficult would be if the senior-level management does not have the maturity to communicate the feedback in a manner that exposes the complainant. This could result in a backlash.
