An IT recruiter is a person who generally recruits for BPO/Call center/Technical support/IT-enabled services/Different upcoming blue-chip technology/Developers. Their main area of concern is IT and the recruitment process related to it.
An HR manager or Executive takes care of the entire cycle of HR for an individual employee, like maintaining HRIS, their performance, training & development, and other major issues such as IR, PF, Gratuity, and compensation.
I think this gives you a fair idea.

I would like to add something to our discussion. The main thing is that a Recruiter is also a part of HR. A recruiter plays a very important role in an organization, as the type of people (I mean to say the people with positive or negative attitudes) who come within depends on them. If the recruitment of an organization is not good, it will have an adverse affect on the entire cycle.
The main job responsibilities of a Recruiter include identifying the present vacancy and encouraging relevant people to apply for the vacancy. In some companies, they also look into various joining formalities as well.
Now, once the person is in, HR plays a wider role. It all depends on HR whether the person will be able to positively integrate into the organization. As an HR Executive, the job responsibilities include induction, training, grievance handling, and other tasks like leave management, etc.
As a manager, you will be in a responsible position. You will be a key part of an organization. The importance is very much higher for HR when it comes to appraisals, mergers & acquisitions, re-engineering, etc.
So, those are all according to my experience.
