Dear seniors,

I have a major problem occurring with me. I just switched to a new company which has total chaos. This group is formed by several contracting companies. I'm not able to find time to prepare an HR chart in order to create a centralized department formed by the following four divisions:

1. Immigration and R.P. Division
2. Accommodation and Transportation Division (for labor camps and staff housing)
3. Personnel Division (will take care of daily personnel problems)
4. Recruiting and Evaluation Division

I have around 1400 laborers and 100 staff. Can you give me the best structure and the number of staff needed, along with a detailed job description for every division, or if there is any other way to create that department for more efficient work?

Hi Patrick,

There's a lot more information that we would require to give you a complete organizational structure. However, from what I understood from your post, here is what you can do:

The four divisions can be renamed as:
1. Immigration Department
2. Facilities & Administration Department
3. HR Department: Recruitment Wing and Employee Relations Wing

I did not understand the job of a labor in your organization and what is the exact difference between a laborer and staff with respect to your organization. As far as job descriptions are concerned, it's hard to provide you with any without knowing what exactly each of these departments is expected to do. If you provide me these details, maybe I can help you better.

Dear Deepthi,

My Immigration Department has the duty to apply for residence permits, visa renewals, and to complete all these tasks within a specified period to avoid penalties. Additionally, it is responsible for archiving and creating files for individuals working in the company. I am facing a challenge with the process of creating and documenting these files (by number, nationality, joining time of work, etc.). The information also needs to be stored in the HR computer program (Oracle).

On the other hand, the Facilities and Administration Department is tasked with managing housing and addressing any housing issues in the labor camps (as laborers in Qatar are required to reside in designated camps). They also handle housing problems for staff working in administration and engineering departments, as well as assist with transportation issues.

The HR department is responsible for resolving any personnel issues that arise during work, such as conflicts, misunderstandings, and personal problems.

I also have a question regarding recruitment: should it be done at a corporate level or by each company separately?
