To determine the basic pay and House Rent Allowance (HRA) for an employee working in a publication company in 2019 in Delhi city at the Admin capacity, considering the minimum wages for skilled and semi-skilled workers, we can calculate it as follows:

- For a Skilled Worker:
- Basic Pay: Generally, the basic pay is around 40-50% of the total salary. Let's take it as 45% for this calculation.
- Basic Pay = 45% of ₹16,962 = ₹7,632.90
- HRA: HRA can be around 40-50% of the basic pay in cities like Delhi. Let's consider it as 45% for this scenario.
- HRA = 45% of Basic Pay = 45% of ₹7,632.90 = ₹3,434.30

- For a Semi-skilled Worker:
- Basic Pay: Using the same calculation method as above, the basic pay for a semi-skilled worker would be:
- Basic Pay = 45% of ₹15,400 = ₹6,930
- HRA: Calculating the HRA based on 45% of the basic pay:
- HRA = 45% of Basic Pay = 45% of ₹6,930 = ₹3,118.50

Therefore, for an Admin employee in 2019 in Delhi city at a publication company, the basic pay should have been ₹7,632.90 for a skilled worker and ₹6,930 for a semi-skilled worker. The corresponding HRA would have been ₹3,434.30 for a skilled worker and ₹3,118.50 for a semi-skilled worker. These figures are approximate estimations based on the provided minimum wage data and common salary structures in the industry.
