You need to study and incorporate provisions under the Factories Act and ESI which cast a bare minimum obligation on employers if yours is a Factory. You also need to consider the Employee's Compensation Act (formerly Workmen's Compensation Act) and insurance cover.

Accidents are caused by hazards identified in the work process. It's good that your management wishes to design and implement an Accident Policy. For this, a few steps are required:

1. Identification of Risk
2. Risk Assessment
3. Measures to be taken to prevent accidents such as the use of PPEs and training, etc.

Then, a policy can be designed.
