Hi,

You have to go through a procedure for changing the name. Even if your sister is married, you still have to get it registered. For that, the process is:

1. Go to your local MRO office and take the application from them for name and address change. They will ask for a police verification certificate and marriage proof, and in some cases, a notary signature on a bond paper (for this, you need to go to your local high court or district court and meet the notary authority).

2. For the police verification certificate, you need to go to your local police station and apply for it. They will charge around $200 for it. A constable is sent to your home for verification, and then a certificate is issued stating that your sister is indeed married to a specific person and is currently living at a specific address.

3. You need to submit that certificate to the MRO office along with marriage proof, educational certificates, notary bond, if any, including your brother-in-law's educational certificates.

4. Then, the magistrate signs on your application, and a receipt/acknowledgment/consent notice/permission letter is given to you.

5. You need to submit that receipt to the government press for gazetted notification in the local newspaper.

6. Once that is done, a name change certificate is issued to you by the Government of India.

7. Then you can write a formal letter to the bank attaching a copy of this certificate.

Unless you have that certificate, your sister's changed name is not legally accepted.
