My above-mentioned question may seem absurd, but this was faced by me today when the chairman asked us to explain the relevance of HR in the organization. It did not resonate with him much. He emphasizes more on human relationships, and he is right to some extent. However, now after a few months of working on HR processes and maintaining personnel files, the argument has started regarding the relevance of personnel files maintenance.
Please, please help with this, or else HR will vanish along with me from the current organization.

The relevance of HR will depend on which sector your company operates in, as well as its structure and the number of people it employs. Your chairman is the right HR person. From whatever you have stated, it appears he is talking about HR philosophy, and you are talking about HR rituals. Rituals without philosophy have no meaning. It appears he wants you to define the purpose of maintaining personal files with reference to building relationships.
I will narrate one incident. Once in my career, I put up a note for a uniform to be provided for management staff of a company. The director asked me the following:
1. Define uniformity in the canteen.
2. Define uniformity at the gate (we check workmen, and we don't check management staff).
3. Define uniformity in working conditions.
4. Empowerment.
He concluded, "If you give me a comprehensive note on all uniform issues pertaining to handling humans and define a time frame, then you can decide the date of issuance of the uniform."
Maintenance of files is a ritual. Building relationships is the purpose and philosophy. He is talking about philosophy, and you are talking about rituals.
