Please instruct each driver to provide you with the morning reading of the odometer and the remaining fuel in the diesel tank daily. Keep records in an Excel sheet for future analysis.

Best approach is to invest in PeopleSoft systems, a dedicated server, and IT infrastructure, at least 60 guards (4 per truck) so you can ensure the average is right as well as no theft occurs and your asset is well protected. The nominal cost for this will largely be around INR 10 Cr p.a.

It's tough tracking the driver expenses, but you can minimize them by examining your route and directly contacting the concerned vendors, etc.
Regarding fuel monitoring, I am certain that there are devices available that can be installed in the tank and monitored online, but this will incur costs and require testing.
