What action can be taken against an employer if he is not paying the employees in a startup company (5 months old) that is part of a big group of companies.

I think you should go to the Labour Office, but not alone. There are lots of agents who have liaisons with the Labour Officer, etc. You can go alone, but if you do not have knowledge about the Wages Act, the Labour Officer might deceive you because they are greedy. They may demand money from the employer, and if the employer pays them, they may deceive you.
Please consider seeking assistance from someone knowledgeable in employment laws to ensure you are not taken advantage of.
