The following documents are required to be submitted along with a forwarding letter for the renewal of a License:
(i) Form No.2 in triplicate, duly filled out and complete in all respects.
(ii) Fees for the renewal of the License, which are the same as for the grant of the License, and the procedure for payment of the fee for renewal is the same as that for the grant of the license. The original receipt TR6 is to be enclosed with the applications.
(iii) Original license, for endorsement of renewal.
The fees for the renewal of the Factories License are also attached along with the reply.
Note: The process of renewal of Factories License is the same throughout the country.

- Form No 1-A
- Form No. 3. Breakup of proposed employment with reference to Column 5(1) of Form No-3 is required to be provided through separate Annexure i.e. Highly skilled, Semi skilled (BE, Diploma holder, ITI, BSc, MSc, MCA, DCA, etc.) and unskilled (i.e. 10+2, Matric, etc.)
- Questionnaire
- Certificate of Stability duly signed by the Chartered Engineer/Chartered Architect.
- Flowchart of manufacturing process.
- Write-up chart of manufacturing process.
- Resolution passed by the Board of Directors in which one of the Directors has been declared as occupier OR resolution passed by partners in the case of a firm in which one of the partners has been declared as an occupier OR declaration of proprietor in the case of a proprietorship concern.
- List of Directors/Partners (Parentage and complete residential addresses of Directors/Partners may be clearly mentioned).
- List of machinery.
- Treasury challan for deposit of registration fee for the factory. If the license is required for five years then the registration fee shall be five times the fee payable for one year as specified in the Fee Schedule in which the fee has been prescribed for one year.
- Copy of power sanction certificate from concerned authorities of HPSEB.
- No Objection Certificate from H.P. State Environment Protection & Pollution Control Board if it is required.
- Site Plan of the factory.
- Building drawings including elevations, Plans & cross-sections.
- Machine layout.
- Memorandum and Articles of Association in the case of a company.
- Legible copy of the partnership deed duly attested by Magistrate or Notary in the case of a partnership concern.
- In the case of a proprietorship concern, the name, parentage, and complete residential address of the proprietor is required to be given through a declaration which is attested either by Magistrate or by Notary.
- All the documents are required to be signed by the occupier.
- All the drawings are required to be signed by the occupier as well as Chartered Engineer/Chartered Architect.
- Copy of approval from the Department of Industries. In case it is a small-scale unit, a copy of registration with the General Manager, District Industries Centre may be submitted. In the case of medium/large scale industry, the copy of approval from State Level Single Window Clearance & Monitoring Authorities may be submitted.
- Copy of Jamabandi/Misal Haquiyat/Tatima of the site on which the factory is situated. If the factory is situated in rented premises, a copy of the rent deed may be submitted. In the case of a factory situated in an industrial area, a copy of the allotment letter regarding the plot may be submitted. If the factory is situated in leased premises, a copy of the lease deed may be submitted.
- Copy of drug license issued by Drug Controller, H.P. in the case of a pharmaceutical unit.
BASIC PARAMETERS FOR DESIGN
- Height should be 14 feet in the case of a truss structure and 12 feet in the case of an RCC structure.
- Breathing space should be 500 cubic feet per worker.
- Floor space per worker should be 36 sq. feet.
- Every workroom should be provided with at least 2 doors.
- The minimum size of every door should be 6 feet 6 inches x 3 feet.
- All the doors should open outwards.
- Two fire escapes should be provided on either side of the building.
- Fire escape should be accessible from every room in the building.
- Staircase should be provided having direct access from door and windows in the case of a factory having more than one storey. Staircase should be provided with handrails.
- Means of escape in case of fire should be indicated in drawings preferably with red ink.
- Positions of drinking water points and toilets should be shown in the drawings preferably with green ink.
- The distance of drinking water points from the toilets and washing facilities should be at least 6 meters.
- Windows and Skylight area should be provided at the minimum rate of 1 sq. feet to every 15 sq. feet of the floor area of the room.
