In this situation, I would like to suggest a few things. Please see whether these are workable for you or not.
1. If possible, collect the data for fares for all distances from your company. For example, if the job requires travel to any location in Mumbai, collect information on taxi fares needed to reach that destination. Similarly, gather data on fares to travel to other cities and the local conveyance required to reach the destinations.
2. Once you have an idea of how much approximate amount is required to travel from your location to any destination, you can establish a standard eligible amount for such travels. When determining the amount, also consider other factors such as the absence of city buses and the estimated costs for auto-rickshaws or taxis. By considering the approximate amounts typically needed for travel, you can easily establish standards for traveling.
Of course, for this, you need to collect information and consider all possible options, but it will be a one-time exercise, and after that, you will have a standard benchmark forever.
