In the case study method, you could develop narrative reports on individual IT companies selected and present them as cases. In an empirical sense, develop an instrument or scale that could assess standard HR practices. Pre-test the instrument on a small sample. Afterwards, launch it on large samples. That choice is yours. I don't remember the exact date, but the Business Today (mag edition Jul/Aug06) carried out a survey of the Best HR practices in the IT industry. I had completed most of my data collation thanks to it. In the meantime, I too will try and see if I can find it.
