I have two practical examples, meaning two companies. In one company, which is well-established and profitable, there is no HR department. In the other company, employees feel insecure, leading to a high rate of employee turnover.
So, why is HR important? What is the role of HR?

Imagine if you had to handle all the work of the HR department as well as bring in business for your organization... Do you think that would be easy? To enable employees to work well, we have the HR department.
You might be aware that it is usually a centralized function. Now, if an employee has a grievance, will the CEO resolve it? I bet not. So, they have to bring it to people who are assumed to be specialists in HR.
These may be just some of the many reasons for having an HR department! However, the department must be a functional one and not just a dummy:)

One thing I can say is the HR department works as a facilitator. As rightly said by Pinks, there are many HR activities that other managers could also perform. But if they start performing HR activities, they would not be able to give their 100% to the activities they are responsible for. A maintenance manager can also recruit or develop competencies if given some training, but is he meant to do this?
An HR specialist is someone who knows when to use which HR tool. Sometimes intensive training is required to develop a person, and sometimes just counseling would suffice. Only an HR specialist can know this.

The HR department is a very strong foundation of every organization. The issues dealt with by HR may seem minor, but if they are not solved, they could hamper the efficient working of the company. Therefore, HR professionals are required to handle the front end so that the rest of the managers can focus on the strategic movement of the company. Goals can only be achieved if the foundation is strong, and the foundation of any organization is their assets, i.e., the people. Keeping them motivated is the biggest challenge, which is dealt with excellently by HR.
