I really dont believe that you could get to australia with just 10-15 K, the procedure and details to be looked into are quite extensive and hence these charges dont even cover the initial costs.
And I would strictly suggest you to do a complete background check on the consultant who advises you that he can do it for the sum you mentioned.
I am aware of someone who does it, but his charges might seem exhorbitant to you. But he guarantees your work permit for four years and also provides a lot of additional support services.
But still if you are interested, do post and I can furnish further details.
