You just need to visit IGNOU for complete information because IGNOU will announce admissions and other information for research degree programs for the January 2014 cycle. The last date to receive the application forms will be around the 1st week of September 2013. The entrance exam dates and all other information will be provided when you file your application.
Lastly, you can visit the IGNOU Bulletinboard on the official website: <link no longer exists - removed> under announcements in August 2013 for the next Course Cycle in 2014. You can get all the information by visiting the inquiry center at the university directly; moreover, you can get faculty support and guidance too.
