Telangana has highest paid leaves as per the Shops & Commercial Establishment Act as well as bit of complexities compared to other states
Sec 30 of Shops & Commercial Establishment Act have following provisions
EL: 15 Per annum
SL: 12 Per annum
CL: 12 per annum
Also it has 8 EL encashment per year and rest shall be carryforward for max of 60 days & provision of SL carry forward as well

You need to have your company a policy on leave complying the Telangana state rules of the Shops & Commercial Establishment Act.
TheTelangana State rules on encashment of leaves is at the time of separation.
The rules doesn'ts mandate for yearly encashment but grants accumlation of un-availed leave to next year.
The limit of accumlation is @ of 1 day per 20 days worked, and there is a maximum carry-forward limit of 60 days.
Therefore, leave acumlated beyond 60 days go lapsed.
