Evaluating Fairness of CTC Structure and Hardship Allowance in Job Transition - CiteHR

So in my current organization , company has provided me with company provided accommodation, so HRA component is not these in my CTC structure, instead they have added a note that 1 BHK will. Be provided in company colony.
So now while switching job new company asked for CTC breakup so i provided it in which their is no. Mention of HRA so i said I have been given accommodation instead of HRA. The new company gave me Hike of the CTC breakup. And when asked about what about my accommodation benefits then you have not compensated me for that. They said they will. Provide hardship allowance for that. Of that allowance that will not be the part of CTC but will be given in Salary and will be visible on Salary Slip. Is this the fair compensation form that HR.
I need to know that I'm fairly compansiated.
