Though you have raised the query on the company assessment, you have not written about the company's nature, finished product, who will do it, or the purpose of doing it.
Since you have written that the assessment will be "with or without the finance department", I don't think that it is for a merger or takeover.
The assessment can be done for various departments like Operations, Quality, Sales, HR, etc. Otherwise, there are tools of the strategy like Porter's five forces, SWOT analysis, McKinsey's 7S and so on. These tools are used to assess the strategic capability of the organisation.
