Dear All,
Iam a finance manager, at a int'l freight forwarding company, since there is no HR people in this company management has given the responsibility to me, we have about 100 employees in 4 locations in india,
pls advice me how i should manage the issues and how do i get myself trained on HR functions and how do i get closer to the employees,

Hello,
First of all you:
1. Make a list of all people.
2. Make a short note on everybody as per: Educational Qual.
Exp. , Family details etc.
3. Regarding statutory part : Make sure of their PF,ESI, Bonus, Gratuity formalities.
4. Identify the individuals goal and compare it with ur company goal.
5. The present compensation system , their expectation.
et. etc.

Frankly speaking the company should not give responsibility of HR to you as you are finance manager. How will you able to look after HR of 100 people, as already you would be busy with finance work. Dont you feel company is overloading you with more work.
So first, recruit some 1-2 experienced HR executives and just supervise their work, at the same time, get knowledge on HR, dont do the HR work by yourself
Managers dont do work, they get work done.

I agree with Ravi that assigning HR responsibilities to you is not going to work.
You will be having your responsibilities as Fianance Manager. Your priority always will be finance matters. If you start some HR activities and then loose focus from them because of other functional priorities, it can be damaging the impression of HR for the employees. Employees may feel that HR activities are not taken seriously and are remembered only when there is no other work. This may back fire.
Further, you have got different locations to look after. In such a situation your focus and continuity is likely to be hampered.
100 is not a big number where your management would like to appoint a Manager for HR. Here, you may opt for 1 or 2 junior level employees in HR (may be Officer or Executive) and assign them small targets to achieve rather than setting up the HR department.

I agree with comrades in HR commenting that you should not be given the job. However, in this knowledge economy, success depends on the knowledge depth (specialization) and knowledge breadth (variety) of the individual. Thus I will not advice you to refuse the job.
My suggestion would be:
1. To get the job professionally done, hire HR cosultants and ask them to set up the process.
2. During the handover, you (and maybe few others) should be trained on key areas and follow up plan.
3. Attend to HR along with Finance.
In this way, you grow yourself and help the company be cost effective.

While setting up the HR Department, we need to look beyond mere statutory aspects. HR is much more than statutory compliance.

For my consulting services, I have devised a checklist method. Level I is Functions of Personnel Department. Level II is Functions of HR Department and Level III is Advance functions of HR Department.

This step by step approach always helps in attaining certain stage, stabilise at that stage and move upward.

Of late, HR Managers are caught in HR jargon. This step by step approach always gives importance to the basics first.
