Is there a way to check the service history of a person (UAN) before they have joined the company? We know that one can check the service history once we make them an employee, but in this case, we would like to check the service history of new hires before we even send an offer letter to them. We would have their UAN number (mostly found on payslips).

This option is only allowed to employees, not to employers because it belongs to their personal matters. An employer can be held responsible for an employee's employment. If you want to view the service history, you need to log in to the EPF portal as an employee. To do this, you require the UAN and password of the respective employee. However, I do not think that anyone will provide you with this information.

There are 2 things to consider here. Employers can view Service History from EPFO Employers Portal. True.
1. The EPFO Employer's Portal credentials are not available to everyone in the hiring company, including the hiring, HR, and documentation teams, as it is very sensitive containing the whole company's financial information and all employees' personal information. Only the Payroll/Finance team will have access to this portal, and they should and will never share it with other teams, including hiring, HR, and documentation teams, as it is purely for PF registration and contribution purposes.
2. Background verification is never done by hiring/HR/documentation teams in almost every mid-sized to bigger companies. It's done by 3rd party BGV companies. And obviously, they won't have access to the hiring company's payroll/finance team's Employer Portal login credentials. The only way companies can check your service history before or after hiring is to ask you to provide the Service History. It's up to you to share that, or not.
