It depends on the company's discretion. There are no specific regulations for this.

Wherever possible, when an employee avails leave, the same can be adjusted against compensatory off first so that the numbers will not go up.

Another observation is that if the number of comp-offs is increasing, it means employees are working without holidays or beyond stipulated hours, which makes them qualify for comp-off. So please look into the same and see what best can be done to avoid it.

You need to keep a check on taking compensatory time off at a stretch. It depends on the nature of the work and the industry you are in.

At one of my clients' places in the process automation field, I have established a policy that allows for a maximum of 2 compensatory days off to be taken consecutively. The company encourages employees to use their comp time within the same month (to ensure rest) or within a maximum of 2 months from the original work date (especially during periods of high workload).

This approach has proven beneficial for both the company and its employees, helping to monitor and limit the number of consecutive compensatory days off taken.
