It is good to have a mentor to gain more exposure in IR. The best way to learn about IR is through practical experience. When you start actively participating in real-time work, you will begin to acquire knowledge. Having a mentor within your organization can guide you more effectively than an external mentor. Though IR is part of HR, IR management is a situational management. That is to say, there will not be any predetermined solution for IR problems. You have to find solutions based on problems.

I am from Ahmedabad, but here I fully agree with @Vmlakshminarayanan. IR is a practical job. Nobody can teach unless you experience the ground-level reality and practically how you handle the situation that defines your skill. Yes, of course, skills can be enhanced and sharpened by day-to-day interaction with various stakeholders.

Acquiring knowledge is one thing, and taking a mentor is a different thing. There are lots of HR books available. When you are in HR and have responsibilities, forget all the media wastage of time. Go to a library, study day in and day out, and scribble your points, book names, and page numbers in your spiral notebook. Attend a lecture by a mentor, but how to cook is your ability.
Recently, I watched a video of a person making coffee. After pouring coffee and water, he added milk in such a way that a nice pattern appeared on top. The lady who was learning by watching him was then asked to try it herself. She excellently crafted many petal roses, whereas the mentor had only done a few petals of the flower.
So, learning is your ability.

By actively listening and involving others in the discussion, you may discover solutions that were not apparent before. In my opinion, there is no book that can fully teach the intricacies of interpersonal relationships (IR).
