The organization can't pay my salary, and when I ask about salary, the HR Team will say that we have to hold 10 days' salary as per our rule. I want to know if that type of rule is available in government policies. Kindly suggest to me what I can do?

There is no provision in any rule or government policy to withhold salary, yet many organizations deduct the salary of new joiners with impunity, possibly as a safety deposit. This is clearly illegal, and you can protest against it after the salary is received. If they don't pay in full, you should ask for a written receipt of the deposit so that you can claim it later.
