Is a Fire NOC required for warehouses where ready-manufactured goods are received, stored, and then dispatched? As per NBC 2016, warehouses come under GROUP H - STORAGE type buildings. An online search shows that some states (Telangana, Maharashtra) state that a Fire NOC is not required. However, Table 7 Chapter 4 Fire Safety of NBC has sprinkler and hydrant requirements for warehouses. Who will check whether these fire safety measures are implemented? Basically, I am looking for reference material on the fire safety requirements for warehouses in India.

Of course, NOC and fire fighting equipment are different.

The main question is whether a Fire NOC is required for warehouses. If not required, then who is enforcing NBC requirements for warehouses (that is where I referenced sprinklers etc).

Fire is a state subject in India. Every state has different conditions to trigger the requirement of a Fire NOC. In some states, the Fire NOC for a warehouse is mandated based on the height of the building, while in others, it is based on the built-up area of the building. Whether a warehouse requires a Fire NOC or not is not a deciding factor for that warehouse to follow NBC 2016 requirements. It varies based on the State Fire Prevention/Fire Service Act and Rules. Some states have made it mandatory to follow NBC. NBC 2016 itself is not a mandatory document until it is triggered by state/central level legislation or a Fire NOC.
