The context in which the question has been asked is not understood. Yes, in addition to the KRA, employees are evaluated on competencies for the future designation. There is nothing like evaluation on "behavior". Interpersonal skills, listening skills, negotiation skills, influencing skills, etc., are all behavioral attributes that need to be considered while assessing the promotability of the employee.
