Need to create Promotion criteria for those employees with exceptional achievements, is not like regular promotion based on annual appraisal but exceptional one for those who are achieving big in no time.

Good intention.
I am not aware whether achievements taken noteof capable of sustaining for a longer run or for the moment.
The measure of reciprocal recognition and complimenting with a surprise would depend on the budget/affordability, cascading or recurring effect involved if any. Think of gifting a car or a flat or publishing congratualtory message/display on signboard/ publicity in news paper etc. Do some charity work in his name.
