The legal requirement is that at least the minimum wages is payable. The break up is immaterial.

Whether you are a contract employee or a direct employee, whether you are a permanent employee or a temporary employee and you are getting a salary above the minimum wage rate, you need not be given a raise or DA revision. This is one view. Another view is that DA is increased based on the rise in the cost of living index. If my salary is fixed at a certain level and there is an increase in the cost of living index, I should receive that benefit. Employees can obtain this benefit through collective bargaining.
