Dear Sonali,
Every item of payment due to an employee has a definite time limit under the law; it is mandatorily payable. In case of termination of employment, the wages should be paid on the next working day as per the PWA, 1936. Retrenchment compensation shall be paid along with the orders of retrenchment as per the provisions of the IDA, 1947. Gratuity shall be paid within 30 days as per the PGA, 1972. Bonus for any accounting year shall be paid within 8 months from the close of the accounting year as per the PBA, 1965. Considering the time required for verification and calculation, the entire F&F settlement amount should be paid within 30 days from the date of termination of employment. So far as I know, there is no law making it mandatory to issue an experience certificate to the exiting employee.

Dear Sir,
Thank you for the post. With your permission, I would like to add: In the case of workmen, if the model standing orders are applicable to the company in question here, "Every workman other than a casual workman who leaves service or retires, or is dismissed or discharged shall, without avoidable delay, be given a service certificate if he asks for one." MSO 30 as applicable to Maharashtra.
Regards,
