I need to write an email to ask an under-performing employee to come in and talk about his performance with Senior Team (CEO, Department Leader, etc.). I'm kinda new to this job and I'm not sure how to form the email and how it should sound. We just want the employee to come in and talk about his performance and his future.

Why would you send an email?
The employee needs to be told about the meeting face to face and in private, not in front of other workers. Has the employee been warned about his performance issues?
Set up the meeting then tell the employee to his face what has been arranged and why, so that he has time to prepare for the meeting.
