If the company has a total of 23 annual calendar leaves and I take leave on 30th December - Monday and 31st December - Tuesday, and we have a public holiday on 1st January - Wednesday, and I resume office on 2nd January 2020, which is a Thursday - how many leaves will be deducted from my annual leave balance: 2 or 3 leaves?

I have attached an example for reference.

As the public holidays will fall, suffix to your leave period, the same need not be counted. Only 2 days leave need to be counted.
