For calculating the earned leave for the year 2020 do we need to consider weekly holidays, Festival Holidays, CL, PL & EL availed during the 2019 (last calendar year) apart from physical attendance in the calendar year 2019? Could you please anybody reply to my above query?

Yes; to ascertain the 240 days of eligible service, all the days of above authorised absence have to be taken into account. But, the days of EL availed will not earn leave.

Does the Act clarify anywhere that Weekly offs, CL and holidays are to be considered as working day for computation of Leave entitlement? I am referring to MAH Act. Can you please help with the right interpretation with reference to any supporting section of the Act? For private companies working 5 days a week, below is the simple earned leave calculation
Annual days - 365 days
Weekly Offs - 52 x 2 = 104 days
Holidays - 8
CLs - 8
Annual Earned leave = (364-104-8-8)/20 = 12.25 days.
Please clarify and a written reference document would help a lot.
