Sec. 9-A provides for the alteration of conditions of service concerning matters listed in Schedule IV when they are not the subject of any pending industrial dispute. The purpose of the 21 days' notice is solely to give the affected workers the opportunity to be represented in case of any proposed changes in service conditions. Regarding the proposed shift change for nurses from other shifts to the general shift, you must explain the potential hardships that the nurses may face due to this change. The possibility of outsourcing, mentioned in parentheses, cannot serve as a valid defense as it will not impact the employment rights or benefits of the regular nurses in any way. Furthermore, any objections raised by the workers cannot hinder the implementation of the proposed change after the notice period expires.

Were there any conditions stating that all nurses employed must only work shift duties? The change of shift is mandatory. If any hardships are being faced or if there are consequent problems, they can be protested in writing before the labor authority, as suggested by Mr. Umakanthan.
